Juniperus scopulorum or J. chinensis
Conical juniper with soft grey-green foliage, cream-tipped growth and a single straight trunk. Probably Rocky Mountain juniper (Juniperus scopulorum), possibly Chinese juniper (J. chinensis).

Quite a lot of yellowing and browning on the lower and inner foliage. Keep an eye on whether it spreads to the tips.
Approximate date. Into used compost as a neutral holding mix to protect the roots over dormancy.
